For several days/weeks, there has been YouTube "Online Services" failure with the upload to YouTube from within Premiere Elements. It has affected at least Premiere Elements 9.0/9.0.1, 10, 11, and 12. We must wait for YouTube and/or Adobe to correct the problem. While YouTube is failing, Vimeo is working.
Until the problem is resolved by the parties involved, please consider exporting your Timeline to a file saved to the computer hard drive and then uploading that file from there to YouTube at the YouTube web site.
For version 9.0/9.0.1, you might consider one of the QuickTime choices for the file to be uploaded to YouTube at the YouTube web site. Or, you could trying using the Vimeo upload from within Premiere Elements 9.0/9.0.1. The file that I would prefer in your case would be a H.264.mp4 from the Mobile Phones and Player export categories.
We are not Adobe. Just user to user. So, we have no insider information on what is going on in this situation.
You will no doubt get your YouTube preset back once the problem is resolved and you reinstall Premiere Elements 9.0/9.0.1.
YouTube sharing is now working again.

Earlier today the Online Services issue is gone from upload to YouTube from within Premiere Elements 9.0/9.0.1. I tested this with version 9.0/9.0.1 as well as with versions 10, 11, and 12. All is working for the Premiere Elements feature with my versions of Premiere Elements.
If you encounter any more issues with your Premiere Elements 9.0/9.0.1 Share/Online/YouTube, please let us know no matter what the error message.

J'ai fait MODIFIER/PREFERENCE/PARTAGEWEB/ACTUALISER.
Puis j'ai enregistré le projet, fermé Premiere elements 9, lancé un nouveau projet.
Mais malgré cela je n'ai toujours aucune préconfiguration proposée !
Pouvez vous m'indiquer comment réparer cela ? Ya t'il moyen de télécharger seulement un module ou dois je réinstaller tout Premiere elements 9 ? Est ce que vous avez un lien pour télécharger Premiere Elements 9 sur internet ?

You can download Premiere Elements 9 installation files from the following link and then insert your purchased serial number during installation of them.
But you need to read the "Note: Very Important Instruction" very carefully, otherwise you will run into Access Denied message.
You should have no problems with Share/Online/YouTube after the installation...all the presets should be downloaded automatically to the Share/Online/YouTube.

J'ai récupéré la préconfiguration Youtube et le téléchargement fonctionne bien.
Mais un autre problème est apparu :
MPEG2 1440 X 1080i 25, MPEG2 1440 X 1080i 30, MPEG2 1920 X 1080i 25 et
MPEG2 1920 X 1080i 30 n'est plus possible !!!!
Or pour avoir la meilleure qualité j'utilise le plus souvent MPEG2 1920 X 1080i 30.

A B has pointed us to an Adobe document for resolution of the issue.
"H.264 presets missing from MPEG preset list in Premiere Elements 9 (Windows)"
where a download of the missing files is provided plus instruction for their installation in the Premiere Elements 9 program files.

Finding the answer in 2010 for the missing Premiere Elements 9 MPEG 2 presets was a puzzle until A B (Adobe Staff) helped with the answer and the download for the missing files.
