I have not disappeared, the reason I have not responded to the previous post as I am too awaiting the confirmation from engineering Team, I have had extensive discussion regarding you & one more User of CC facing almost the same issue.
Regarding the cancellation fee, Once you place the order, you just need to contact Adobe or let us know about the new order number, it can be waived off as exception, since the payment is being delayed.
Hope you apprehend my limitations as I am concerned in assisting you all & would continue to do so.
