We currently use a single template for our brochure. We import variable XML data into to populate the template.
The first part of the brochure can be variable in layout, the last part is always fixed. What we are trying to do is split the template into two, one part with the variable layout, one with the fixed part. The reason for this that we could have 320 single, variable templates and if the fixed part changes we would need to change 320 templates. If we can split them up we would only have 1 to change.
We have managed to split and merge the documents successfully, however, the XML becomes jumbled so the import fails. Is there a better way to do this (we do not have access to InDesign Server)

You could use a "master" document for the fixed part and place the pages from that into your template. When you want to make a change the fixed text, youupdate the master doc, then updat ethe links in the templates.
