      Is there a way to add feather to the effect mask?

          If you're talking about the Effects Mask in Premiere Elements, no, there is not.

           

          However, you can use a graphic combined with the Track Matte to create a feathered-edge mask.

           

          It all depends on which version of the program you're using and what type of effect you're trying to create.
