Did the printer ask you to do this?
How is it set up now?
If i'm doing a simple 4- or 6-panel (two-sided, one sheet of paper) folded brochure I usually set up as a two-page document and lay out as it will be printed, but this is limiting -- you cannot easily add pages later. If you are submitting a 4-page file, keep it in consecutive order and let the printer impose it.
As I said, if all the pages will fit on two sides of a single sheet, then submitting a two-page file with the panels pre-arranged is fine. Otherwise, it is the job of the printer to arrange your single pages to fit his equipment, and you help nobody by trying to do it for him.
