Data merge encoding error with Arabic text.

Hello I was wondering if anyone has any advice for useing data merge with arabic text.

I have saved the text as unicode.  It displays corectly in the TXT file.

But when try to use datamerge I get an error that says some of it could not be encoded.  All of my arabic looks like numbers/letters/puctionation.

(this is with world ready paragraph composer on.)

In the comments on this page someone sugested useing notepad++ to  convert internal file encoding to UTF-8 WITHOUT BOM.

I dont understant what this does,  but I didnt get the error message after doing that.

My text is still gibberish, however now its  symbols like this:   بالميت ا  rather than nubers/punctuation.

Does anyone know what is goining on? or how I can fix it?
      Thank you!

      I appreciate it.

Just incase: windows 8, adobe cs6, excel 2010

It looks like ive got it I had to combine this solution

with what I was doing above.

I was missing this important little step:

Import Options box when selecting the CSV to tell InDesign which encoding it's saved in.

EDIT:  This is what I am doing, incase anyone else is having this problem:

save as unicode txt.  make sure under adtional options> web options > encoding is set to utf 8

then under Import Options box when selecting the CSV to tell InDesign which encoding it's saved in.
