Yes they do. Downloaded stuff is saved in C:\ProgramData\Adobe\Premiere Elements\12.0\Online.

But, if you uninstall the program and go to reinstall the program, you will need to download all that previously downloaded Content that took seemingly forever to download.

Keeping that in mind and Adobe trend to "online", I am 99.999999% certain that us users will never again see those wonderful Content discs that came with the purchase of Premiere Elements in the boxed packaging.
