This explanation goes to Premiere Elements 8, 9, 10 as well as Photoshop Elements 8, 9, 10. Bottom line: photoshop.com is gone, ignore sign/cancel out message, and move on into the program.

You will not be able to access any of the photoshop.com plus members only templates from versions 8, 9, 10. Many, if not all, of them can be found as part of versions 11 and 12 with no strings attached.
Please let us know if you are OK with that information.
I expect you are using v10 or earlier. It is trying to log in to photoshop.com which was shut down by Adobe last year. Just ignore the login prompts and use the Organizer and Editor without logging in.

Although my original post (numbered 2) stands as written, I do have two additional aside questions....
a. Were you ever a photoshop.com plus member
b. What version of Premiere Elements are you using and on what computer operating system is it running? And, even though you may be using an older program version is the program new to you. If so, please let us know if you need any information on your Premiere Elements workflows.
Everything you guys said was helpful! I was not a photoshop plus member. I am using version 7 and on my gateway pc windows 7. I used the program like a year ago and was going to get back into it. I did notice I had problems being able to share my videos on youtube but I think I am able to view my videos via windows media player (and able to save it like that). If you have any info related to that that would be great. If not, that's fine too. Thank you!

There was a YouTube issue recently which is now resolved by YouTube or the parties involved. It was an Online Services message. I verified problem status before and after with version 9, 10, 11, and 12. If you are seeing an Online Services message associated with the Premiere Elements 7 Share/Online/YouTube, please let me know. If problem, try refreshing the Services under Edit Menu/Preferences/Web Sharing and/or shutting down a router (if you are using one) and then restarting it. I just checked - my Premiere Elements 7 Share/Online/YouTube is working.
Also remember the File Size and Duration limits of version 7, that is, 1024.0 MB / 10 minutes. That cannot be changed for version 7.
You may be able to get limits extended, but only if you export your Timeline to a file saved to the computer hard drive and then upload that file to YouTube at the YouTube web site.
