The best option should be to go CC for Team as you have suggested. You can asign seat to the user.

This actually won't help, as you still need one to one. So if the users want to use Illustrator after the class, they can't if you assign it to other students moving forward. Adobe does not care about helping makerspaces.
Adobe offers student licenses and different other educational advantages. It is true, however, that if you have a teams license, that the attributed user will get his license taken away as soon as it is attributed to someone different. Sounds logical to me.
There are different products available on the market. When giving a course, I do not expect people using Adobe products. My photography courses ore open to whatever tool the users uses. I‘m teaching skills not products. If someone wants a course in using Adobe products, however, I will be happy to teach that one.
