If you mean how to cut out a specific length of an existing spiral, rather than scaling from an approximate length, presuming you have the spiral, you may, Smart Guides being your friends:
1) Copy the spiral on top of itself and lock the original if you need the whole spiral;
2) Choose where to start the length and cut with the Scissors Tool, then copy (again);
3) With the (topmost) copy of the cut path selected, in the Stroke palette set Cap to Butt Cap and tick Dashed Line with (the first) dash set to the desired length;
4) If you have a new enough version, expand the stroke so you get the first dash as an independent (outlined) path;
5) Select the original cut path and cut it with the Scissors Tool where the dash of the copy ends (if it is expanded Smart Guides say intersect when you are there, otherwise you may zoom all the way in and get as close as you can).
This should give you the specific length (as) precisely (as possible).
