I don't read Chinese, so I'm not sure I understand the problem here. Can you explain in more detail?
My guess is you need a spot plate, and you want the appearance of that spot color to be 70% K and that you are not able to edit the swatch. If that's correct, try replacing the preferences. See Replace Your Preferences
But the cmyk values defined for the spot color are irrelevant for printing unless you are converting spot colors to process, which in this case would simply move that content onto the K plate, so why not just use a 70% K process swatch? If the object here is to have a plate for changeable text (or something similar) and the press will be set up with black ink for that extra plate, if you want 70% density on press you would need to use a 70% tint of your spot swatch in InDesign, no matter what color definition you choose.
