Tables, Spaning columns, and footnotes

I have a question regarding spanning columns with tables and footnotes. I've looked online and read that footnotes cannot span columns and that they cannot be inserted into tables.

What I don't understand is why footnotes placed before a table spanning 2 columns appears before the table and not after?

Any experience with this or simple guidance would be appreciated.
