Uninstall InDesign and then change your language preferences in the Adobe
Creative Cloud desktop app English Arabic and then install InDesign again.

I think you can install both versions at the same time, only the additional fuctionality will be added. Normally InDesign launches in the language of the operating system. E.g. I install InDesign in German, English and Spanish, if I want to use InDesign in those of the other languages I have to restart the OS in that very language.
On the Mac there are some tools like "TinkerTool System.app) which can force a specific program to start with a different language than the operating system.
I would prefer it like in Photoshop where you can install as many languages as you want and choose in preferences/UI which language should be used at the moment.
I don’t think matters about Hebrew vs Arabic. Both have right to left built in.
