Typically Adobe supports only current version. So, I am not expecting you to get Adobe troubleshooting on your Premiere Elements 11 (non current version) issue. You can try, but....
Have you tried for another set of installation files and installation of them after an uninstall, ccleaner run through, reinstall using the new installation files?
If you purchased from Adobe, you should be able to get another download of your purchased files from http://www.adobe.com and your Account/your Orders.
You can also download installation files from the following web site and insert your purchased serial number into them at installation.
Be sure to read very carefully "Note: Very Important Message" at that web site, otherwise you will get hit with an Access Denied message.

Try deleting the preferences. The following gives instructions for Photoshop Elements but substituting 'Premiere' for 'Photoshop' should be all you need - http://barbarabrundage.com/2013/10/28/photoshop-elements-and-os-x-mavericks/.
username->Library->Preferences looks to be the place to look.

If and when deletion of the Premiere Elements 11 Mac preference file does become a viable troubleshooting tool, Steve Grisetti tells us where to find the preference file to be deletion in post 8 of the following thread
The Mac equivalent is Library/Application Support/Adobe/Premiere Elements/11.0
The target is the Adobe Premiere Elements Prefs file.
and its mention of deletion of the Windows and Mac paths to delete this file.
