Ok, some screen shots are attached:
- p.14, the end of the executive summary
- p.16, the beginning of the next section, in the text the reference at
"obesity" is back to 1
- p.16, the bottom of the page shows the reference as #47
... page 17 is 2/48 and so on, until we get to the start of the next
section, Ch 1, where it matches 50/50
on p. 26, it starts over with #4 both in the text and the footnote! (page
26 is not a new section and was part of the original document comprising
all of Ch 1).
I've tried everything I can think of, including editing the numbering by
hand, but when you do that in the text, it erases the footnote. I'm at my
wit's end and need to have this completed by Thursday.
ANY suggestions would be greatly appreciated!

To get things back to normal, choose an option in the "Restart numbering every" dropdown (you can see it in the screenshot in post #9 above). Don't leave it greyed out, because weird things can happen.
Decide which option you want. If you want consecutive footnotes throughout, you will have to thread all the text frames together to create one long continuous story, and choose "Section" from the dropdown I refer to.
The fact that when you place text from elsewhere, you can temporarily get footnote numbering to start at different values for different stories is weird, but it's not something you can really work with.
To get things back to consistent normality, don't leave the "Restart numbering" greyed out.
