New Computer

My present computer is five years old and needs to be replaced. The operating system is Windows XP Pro with Service Pak 3. It has two Intel Dual Core Processors(3.00 GHz, 2.48 GB of Ram and 500 Gigabyte Hard Drive). I need a computer to handle HD video. I will be creating Blu Ray disks. What are the minimum requirements? I will be using Premiere Elements 12.
