How to set Shift-Ctrl-Alt-t Shortcut for Step & Repeat (Bug?)

In his Power Shortcuts workshop from last year's Adobe Max, Michael Ninness suggests using Shift Alt Ctrl t for Consolidate all windows to Tabs.  Which I have been using for a long time, but saved in a custom workspace.  My thoughts were that if I ever need to use Free Transform Step & Repeat, I'd simply go to another workspace, and there it would be.  It doesn't work like that.

I tried other workspaces, and tried checking 'Use Legacy Channel shortcuts', but Step & Repeat was not working for me.  So I went into Edit > Keyboard shortcuts > Edit > Transform, and 'Transform Again to new layer' is not listed.  In fact a quick Google tells me that it is a 'hidden' shortcut.

I was able to get it back by resetting Preferences, and Step and repeat worked fine in the Essentials Workspace.  But here's the thing — and it is a killer PITA — if I switch to my custom workspace that has Shift Ctrl Alt t set to Consolidate all windows to Tabs, even if I don’t use that shortcut, when I go back to any other workspace, Shift Ctrl Alt t is still set to Consolidate all windows to Tabs, and I am completely unable to use FT Step & Repeat.

At the moment, I can’t think of any solution other than a) resetting preferences whenever I want to use Step & Repeat, or b) not using the Michael Ninness shortcuts.  Anyone got any thoughts?  I’ll try emailing Michael, but the last time I did that, I got no reply.

I've fixed it.  I thought if I reset Preferences, and resaved Essentials with Keyboard Shortcuts and menues checked, it might hard code the shortcut to Step & Repeat.  As it happens, it wouldn't let me overwrite the default workspace, which is reasuring as you always have it as a sort of 'get out of gaol free' card.  But I was able to save a new workspace as Essentials 2, and that did exactly what I hoped it would.

So I'm happy, and can sort my Preferences out again, without the worry I will have to trash them later today.
