Please follow the solution below in order to resolve the issue :
1) Clean up cached user login information.
- Close the Creative Cloud application.
- Navigate to the OOBE folder.
Windows: [System drive]:\Users\[user name]\AppData\Local\Adobe\OOBE
Mac OS: /Users/[user name]/Library/Application Support/Adobe/OOBE
- Delete the opm.db file.
- Launch Creative Cloud.
Show hidden files, folders, filename extensions | Windows XP, Vista, Windows 7 : http://helpx.adobe.com/x-productkb/global/show-hidden-files-folders-ex tensions.html
Access hidden user library files | Mac OS 10.7 Lion : http://helpx.adobe.com/x-productkb/global/access-hidden-user-library-f iles.html
You will have then to enter your Adobe ID and password to activate Photoshop.

I have exactly the same problem, but your solution did not work.
The account is under email@example.com and payment has been made a week ago. My account should be licenced for Muse.
