How can I decrease the size of an epub file being exported from InDesign?

I'm working on a project where I've got to create an epub layout in InDesign and then export it as an epub file and submit it to a digital dropbox. I've done all the image downsizing and removed as many images as I could following the suggestions of others on this site. I've gotten the base InDesign file down to 1.5MB, but no matter how many images I removed, or how small I made their frames in the original document, my output epub file is still ending up the same size (21.6MB - 14.7MB compressed). It needs to be 10MB at the very largest to be able to 'fit' in the dropbox. Anyone have any ideas?

For reference, I'm working with CS6 on a MAC.
