Before we go further, what program and version are you using and on what computer operating system is it running?
If you are using Photoshop Elements (any version), then you have posted in the wrong forum. You have posted in the Premiere Elements Forum whose focus is video editing.

Also, can you give us the specs. of your computer such as:
GPU plus driver version
Full I/O sub-system, i.e. your HDD's (Hard Disc Drives), their size, speed, controller type, and how you have them allocated
