You are going to have to be a bit more precise as to what your issue might be. Did you use Photoshop to save a jpeg to some folder? What Photoshop dialog, feature, or plug-in did you use to create the jpeg? Why can't you find the jpeg presumably saved by Photoshop? Nothing in the cloud aspects of Photoshop should prevent you from saving a jpeg file to any folder location you desire.
Are you by any chance trying to save a jpeg file to Adobe's so-called Creative Cloud using the web service or the desktop CC application?
I ended up talking to a tech on line but it still doesn't make any sense. I saved a jpeg using photoshop and when I went to access it; I could only access it in photoshop. I could not download it to twitter, facebook or open it in another program.
The tech said it had to do with some type of "permission" that is on the file. They asked me to save it somewhere else and then I could access it but I have had this for three weeks now and never once had this issue. I have not changed any settings on my computer. Just doesn't make sense.
Open that photo in Photoshop again. Right-click on the file's tab and choose "reveal in Explorer."
That should tell you where the file really is.
Once you know, you should be able to upload it navigating to that directory.
If you have the CC Desk app, just open it, sign in, and under the Files tab, click Open Folder.
Your Explorer window should show the file if it was saved or moved there, and there should be a cloud symbol under the Favorites pane in your Explorer window. If for example, you want to upload a file to Twitter, the Open dialog should have the cloud directory.

Also, please let us know which version of Photoshop you are using, and on which OS you are running it.
The reason that I am asking for that information is that Photoshop does not have any direct upload to social media. One must do that manually. However, Photoshop Elements (similar, but different program) does have the capability to do direct social media uploads, and I just want to make sure that you are using Photoshop, and not Photoshop Elements.
