What version of Premiere Elements are you using on Windows 7 64 bit?
For now, I will assume Premiere Elements 12.
You cannot make the program bigger, but you should be able to set up for dual monitor where you decide which monitor takes preference.
With your two monitors connected to the laptop, have you gone into Control Panel/Display and made such settings? If you have, please show a screenshot of these Display settings or describe what you have set.
Once the project is established, are you going to Expert workspace, Window Menu, Dual Monitor Workspace?
