That's a classic broken display profile, from a monitor manufacturer that should have known better. It happens a lot. You either got it from a "drivers" CD shipping with the unit, or through Windows Update. That also happens a lot.
Applications that are not color managed do not use the profile, so they will be unaffected.
The proper fix is to make a new display profile with a calibrator. If you don't have one, use sRGB. Go to Control Panel > Color Management > Devices, and set it there. Relaunch Photoshop so that it can pick up the new profile.
It worked. I did in fact update Windows 8 to Windows 8.1 a few days ago. Thank you for the prompt reply.
