I put together the Sublime Text ExtendScript Photoshop Package some time ago tweaking a similar, existing package for AE.
I haven't too much time to work on it because I'm a bit involved into the HTML Panels migrations and other scripting stuff - but I've made my copy to dialog successfully with PS CC (at least on Mac).
One thing that's in my todo list is to change the build package behavior so it won't copy anymore the .jsx file to PS/Presets/Scripts (there's no any reason to do so, actually)
I'll share that on GitHub as soon as time will permit (anyway, substitute all occurrencies of "CS6" to "CC" in the package file and it should work flawlessly!)
In a "now-or-never" fashion, I've just updated the SublimeText 2 ExtendScript Photoshop Package.
It's not yet on GitHub, but there's a download link provided and supports PS CC (Mac and theoretically PC too, please test it) - I've removed redundant lines too.
No idea whether it's OK for Sublime 3 or not, sorry.

I know this is an old post but I just wanted to share a Brackets plugin I made, it might be useful for someone.
It's a similar concept as Davide Barranca's. Through osa's node module (osascript), I execute a JSX script, and display any information that Photoshop returns for debugging. This only works for Photoshop at the moment, and it works with versions from CS5 to CC2016.
