It may also be that some clips were filmed in widescreen and others not (I haven't checked that aspect, yet).
I would like to use parts of each of these clips and then 'sellotape' each of them together to produce a final 10-minute clip.
When I go to File | New Project | Project Settings, which settings should I give my project, please? It is likely that the project will firstly be burnt to a DVD for viewing on a TV DVD player (and compatible with other computers) in the PAL region, and then uploaded to something like YouTube.

It depends on which version of the program you're using.
Version of Premiere Elements prior to version 11 don't mix video formats well at all!
It also depends on the specs of your video. If you are trying to mix NTSC (~29 fps) and PAL (25 fps) -- well, that's a pretty tough mix, and I wouldn't recommend it.
It's Elements 11 but, yes, I take your point.
I'll avoid it!
