after proceed to checkout, PayPal credit card page defaults to a foreign country like Maldives or Bali and even though we change it to U.S. it still rejects the transaction due to the foreign country. It then cancels the order. i am not able to process any orders through FormsCentral! there is nothing in my PayPal profile that I can see causing this.
The form itself seems to work okay until the checkout phase

I'm not really sure what is going on there. Where is your FormsCentral account (AdobeID) registered? You probably want to check which locale is set on the Options tab under "Language and Formatting"? Also what currency is selected there:
FormsCentral doesn't have any control over the Paypal process, we pass of the information to Paypals checkout process and Paypal controls it from there.
