Usually that means that you have a corrupt font or a corrupt OS font cache.

Also, make sure you have all the Photoshop updates installed.
well... it ended up "fixed", though I'm not sure what I did... the shortcut fonts to the missing adobe fonts are now removed - which i believe has something to do with it. - thanks for the article Chris.

You can also check folowing steps:
Open the folder
C:\Users\[user name]\AppData\Roaming\Adobe\Adobe Photoshop [Version]\CT Font Cache\
and rename the files
Then restart Photoshop.
I have Photoshop Elements 15 running on Windows 10. To fix this problem, I had to delete the above mentioned files from the c:\users\[username]\appdata\local\adobe\typesupport\pse15 directory. Then restart PS Elements. It now works.
