It is very unfortunate that you are not getting the latest Ps updates.
Please confirm your Ps version from Help->About Photoshop and provide us with the following logs.
You can find them at:
Program Files(x86)\Common Files\Adobe\Installers
/Volumes/%Volume Name%/Users/%Username%/Library/Application Support/Adobe/AAMUpdater/1.0
C:\Users\). This would help us in finding the root cause.

John, have you altered / moved / removed any files from within the Photoshop installation area?
I ask because it's been my observation that the installer isn't particularly fond of not finding what it thinks should be there from the prior version.

Thanks, after I apply this patch then do I retry the update from the CC desktop app?
Yes. The CC desktop updater marks it as needing update after this patch. Then it picks up where it failed at like 50% and finishes, no problem.
