If i have never installed PE 10 can I go right along and get PE 10 upgrade version?
Premiere Elements (any version) is a standalone product. There have never been upgrades in the sense that existed for the Pro versions. Upgrade in the Premiere Elements area refers to a possible price break if you buy from Adobe and show proof of purchase for an earlier version.
At this point, Adobe's focus is on Premiere Elements 12, the current version. If you want to purchase Premiere Elements 10, you will need to find an authorized reseller who still has stock on the version. If you want to tryout Premiere Elements 10, you can from the following web site. But, keep in mind that this web site does not sell the tryout or the product. It just offers the tryout.
Read all the details carefully so that you do not encounter an Access Denied message.
Also, if your computer uses a NVIDIA GeForce video card/graphics card, think twice before moving forward on your Premiere Elements 10 plans. Please see Announcement at top of this forum on the issue specific to Premiere Elements 10 NVIDIA GeForce users.
