Personally, I'd recommend calling Adobe Tech Support and, if the person who answers can help you, ask for a manager's help.
You're clearly a high-level user who knows what he's doing and, if you can't get this terrific little rig to work, I doubt we can do much for your here on this forum.
I assume you've done the obvious stuff like go to Windows Update, enabling Microsoft Updates and downloading all of the non-critical updates that don't install automatically -- and then running Disk Cleanup and Disk Defragmenter.
I think you need someone who can work with you troubleshooting, live and one and one.

Thanks Steve. I have been reluctant to do that as I understand one can be on the phone for a very long time, and I have been expecting a call all morning, and the forums are not very complimentary of the help received on this problem. I suppose I might have to give them a try.
I tried that before, and have just done it again. It makes no difference what driver I use (have tried three now - one from before July last year, one from late 2013 and the latest (non-beta) driver.
Could it be my video card which is getting long in the tooth?
Also, I should note that trying to start it as an Administrator does not help either.

Do you have a thread of your own already posted in the Adobe Premiere Elements Forum on your current issues with Premiere Elements 12?
Please consider doing that. We would be glad for the opportunity to customize a possible solution to your circumstances. Problems with the same symptoms
can (often do) have different causes.
It has been since April, 2014, and we still do not know in August, 2014 the outcome of this thread. As I see it, private messaging is not the issue, but rather thread follow up.
