Not sure when this started, but here is the issue:
Using the rectangular marquee tool, I start to select an area. When I start this, the second I move the cursor the guides jump down approx 1 px on their own. All of them. When I release the mouse, they bounce back up approx 1 px. If I click somewhere else to release the selection, it moves back down 1 px.
It especially causes problems if I'm trying to snap guides to selected areas.

Look at the right side of the video where the guides are on dark gray if you can't see them on the canvas.
