For any problem that starts right after a Windows update, the MOST LIKELY problem is a graphics adapter driver that has been made "obsolete" by a Windows DLL change
What is your exact brand/model graphics adapter (ATI or nVidia or ???)
What is your exact graphics adapter driver version?
Have you gone to the vendor web site to check for a newer driver?
For Windows, do NOT rely on Windows Update to have current driver information
-you need to go direct to the vendor web site and check updates for yourself
ATI Driver Autodetect http://support.amd.com/en-us/download/auto-detect-tool
nVidia Driver Downloads http://www.nvidia.com/Download/index.aspx?lang=en-us
The first question is "If you believe the problem set in with Microsoft Updates, did you roll back the Microsoft Updates?"
Your screenshoot looks OK. Where is the 220.127.116.11 that you say you see?
1. Check out the Adobe Premiere Elements Previews Folder and the Media Cache Folder for pile ups of preview files and conformed audio.
(See Libraries/Documents/Adobe/Premiere Elements/12.0). Also check for pile ups of conformed video (See Edit Menu/Preferences/Media and Media Cache Database and its "Clean" button.)
2. See Edit Menu/Preferences/Scratch Disks and let us know where they are directed and how much free hard drive space exists at that location(s).
3. Is the problem confined to all projects (new and old)?
4. If you have not already, please delete the Adobe Premiere Elements Prefs file.
Local Disk C
and in the 12.0 Folder is the Adobe Premiere Elements Prefs file that you delete. If that does not solve the problem, then delete the whole 12.0 Folder in which the Adobe Premiere Elements Prefs file exists. Be sure to be working with Folder Option Show Hidden Files, Folders, and Drives active so that you can see the complete path cited.
Let us pause here. Please let us know the outcome.
Thank you very much. Deleting the Prefs file returned Elements to normal operation.

I do not believe the PolarBear74 can make those changes. Are you sure that PolarBear74 can?
I have been trying to private message SG about removing the phone number, but SG private message Indox is "stuffed" to the limit and is rejecting private messages.
Thank for the wonderful news - problem resolved - and staying with the troubleshooting.
