I am trying to install Flash Player 13 on my brand new Mac

I get to 50% of the installation process and then it asks me to close Safari.  Even after Safari is closed, it still asks me to close it.  I can't proceed beyond this point.

Can you please offer some suggestions?

Locate ANYTHING that says Safari, click it, and click the octagonal icon in the top bar to terminate it.
