Please tell us are you trying to create a menu in Encore and for that purpose you are importing image in Encore.
1. what type of image you have ?
2. what is the source of image ?

Edit: do you have anything in the project other than the one file? This error may occur for other assets.
A max 25 should be okay. but this usually reflects a real datarate issue.
Edit 2: Sorry; did not note your question. CBR is fine if you have a short program.

From premiere I exported H-264 Blu-Ray with 20 Bitrate maximum 25 bitrate. usually I have not faced this sort of problem. and from exported sequences, I make Image file in Encore, but this time I got repeatedly this error. Since I had to deliver the Blu-ray urgently. I tried to Export from Premiere timeline H-264 Blu-Ray with CBR 20 this worked without any problem. So I wanted to know is it OK to export from premiere timeline with CBR ?

I'm not sure what that means.
CBR (constant bitrate) vs VBR (variable bitrate) makes a difference when the length of the program does not allow using that maximum bitrate throughout. If the program is relatively short, you can simply use CBR.
