What version of Premiere Elements are you using and on what computer operating system is it running?
Have you thought about sending the file in a zipped folder or via a Dropbox link in an email?
What are the properties of the video file that you want to email...file extension, frame size, frame rate, bitrate? Where was the video created?
If your video is now on the Premiere Elements Timeline, consider exporting it to file save to computer hard drive with the share choice of Windows Media. And, if necessary, lower the bitrate of whatever the export, lowering just enough to reduce file size and maintain quality.

If you are sending from an email notification or cell phone, you might have to send from computer browser with address of http://www.adobeforums.com and sign in and path to Adobe Premiere Elements Forum for the reply.
