After you've completely reinstalled your operating system, reinstall the program.

What version of Premiere Elements and what computer operating system is involved here?
Do you have your purchased serial number in hand?
If the version of Premiere Elements involved is Premiere Elements 9 or later, we can direct you to tryout installation files that you can download and insert your purchased serial number into.
Have you checked out http://www.adobe.com and, after your sign in there, the "My Products" category at the top right of the home page to determine if your version with your serial number are listed there.
