CSS Designer is set up to display information about content on the web page. Try selecting content on the page and see if that activates your panel. This panel allows modifying the CSS for page content. Once you have selected content on the page, you should see the CSS for the content you selected displayed within this panel.

Regardless of what objects I had created, the window remained mostly blank... Also I noticed that once I restarted the application, the Properties tab was also blank!
Went back to my old stand-by of a complete restart... Solved! Except, not, certain fonts synced through CC are no longer available in Illustrator....
Anyway, it's progress.

All it takes is one missing tag bracket to screw up a display.
May I suggest you upoad your test files to your server and post a link for us to take a look.
Have you run your code through the validator?
