We probably need more information to answer that. What version of Photoshop? What operating system? How old is your computer and what are its specs? How big is the TIFF file? They can be very big, and earlier versions of Photoshop did not allow 'save in background' which may have appeared as a frozen system while waiting for the same to complete.
Does your system recover after a while? Lots more information please.

Tiff files range in size from 22-50 MG
My system does not recover
All other adobe programs in the Adobe Suite work fine.
Tiffs created on another computer open but can't re-save them on mine.
Can you try saving a very small file as a TIFF. Also try saving a single layer small file as TIFF. Just to narrow down what is happening. It does not sound like an OS related problem, so you may need to reinstall Photoshop. But before you do that, do you have all the updates? And is your video card driver up to date from the card maker's site?

I'd be inclined to deactivate before reinstalling if you take that route. Probably not necessary, but it is real hassle phoning Customer Support to reset your activations.
