The Shared Technology error (your gemeinsam verwendete Technologien) during Premiere Elements installation is a very frustrating one. It hits Premiere Elements (any version) as well as Photoshop Elements on a variety of computer operating systems. Each of us has our own fix.
The one that works for me consistently is to rename the OOBE Folder from OOBE to OOBEOLD. Have you tried that?
If not, please do so. The path to the OOBE folder in Windows 8 64 bit is...
Local Disk C
Program Files (x86)
and in the Adobe Folder is the OOBE Folder that you rename from OOBE to OOBEOLD.
Be sure to be working with Folder Option Show Hidden Files, Folders, and Drives active so that you can see the complete path cited.
Please review and consider and then let us know the outcome. Do not give up.
Thank you very much for this. I did what you told me. NOW I found the right folder... oobe in the common file folder...thank you very much.it has now the name OOBEold I did reinstall the program but I had the same error.... Now I will restart my machine and install again. Am I right with that?

Confirm that there is no signs of an installed Premiere Elements in the Control Panel/Installed Programs area.
This is a difficult challenge when you are facing Shared Technologies. Try two or three times more to start again to install Premiere Elements. If still unsuccessful after a third try, then stop with that approach.
There is no guarantee what will work in this type of situation. It will eventually, but there does not seem to be one fix for all. But you can put the following on your list of things to try

The major thought when dealing with the Shared Technologies error is "Do not give up." The answer will come when you least expect it.
The OOBE Folder renaming was the only one of the fixes for this that consistently worked for me. Others found yet other solutions for the same thing. Challenging to say the least for this issue that can hit Premiere Elements (any version) and just about any computer operating system.
