There are several possibilities as you did not mention what format the images are. So...
If a raw file from a camera - It is possible that your version of camera raw is too old, it either needs updating or photoshop needs updating (I will mention a work around in a moment)
If the image is anything other than a tiff, jpg or png it will not work (work around #2)
First work around - You can download dng converter from adobe. It is free and can open the latest version of the camera raw files currently on the market. Photoshop can then open the dng file.
Second work around - If you own photoshop CC - you can use camera raw as a filter which means any of your layers in photoshop are fair game.
If you own photoshop CC your camera raw files should open in it. Try updates if there are any, then lastly it is possible the file it self is corrupt.
