I've also noticed that the exported .scc file is shorter in length than the source file by about 1.5 seconds, and if I line them up according to their out points, they are in perfect sync. So in other words, Premiere is lopping 1.5 seconds off the head of the captions file upon export (definitely no in/out points set). Even though the time codes embedded in the file are technically correct, I just can't send this to our distributor without knowing whether it will sync up. What's going wrong here? Why would Premiere export a captions file with a shorter duration than the source file?
Any help would be greatly appreciated. -

- There should be no need to export a new sidecar after correcting the typos. Simply make any revisions in the Captions panel. Regardless of whether the caption track is added to the sequence before or after editing the text, the Program Monitor should show the new strings.
- In the Timeline panel, do you have the caption track expanded so that you can see the caption blocks? That visual indication is great for getting the captions synched with the audio.
The fact that time sometimes gets trimmed off the head of caption sidecar files is a known issue, but I encourage you to submit a bug report to let the product's management team know that this is a problem for you.
