I suggest that you contact Adobe via its Adobe Chat.
To do that, click on the following link and, when it opens, click on the statement "Still Need Help? Contact Us." to bring up the Adobe Chat for discussion on the topic "Serial Number Issues or Activating My Product".
This is not Adobe. Just user to user forum. Adobe is the only one who can help you on this matter.

because we do not have a maintenance contract, this customer care said, that the forum is the only way to get help.
We bought 30 copies because of the capability to install it silent and offline !
See if the (marked correct) answer by an Adobe Staff member in this discussion helps - Re: Silent install and activation of 50x copies of PhotoShop Elements 12 TLP (this is for Photoshop Elements, but I would expect the answer to be equally applicable to Premiere Elements).

What version of Premiere Elements are you planning on using and on what computer operating system? I had assumed the current version 12, so I was surprised by the reply that you received from Adobe Chat. Instead are you dealing with a version earlier than 12? Very curious about the why behind the Adobe response if this is a current version issue that you are presenting to it.
