If you downloaded the file and the changes are present within it, but they're not showing in the browser, it would most likely be a browser cache issue.
nope. tried all that. See for yourself runwiththepack.net should have a 2014 date amongst other changes. DW warned me that if I "Cleaned up" the document I would not be able to update the template or something like that. I figured it was irrelevant to what I was doing and was just happy to begin editing the document.

Sounds like you might be confused on what DW Templates do (.dwt files).
DW Templates are not used by the server, they're only used locally by DW itself. Uploading a .dwt to the server won't do anything to the child pages on your server.
When you edit a .dwt file, DW asks to update all pages associated with it (which you might have broken according to that error). When you click "Update" DW changes all child pages associated with the .dwt locally. You then need to upload all of those changed child pages.
The .dwt itself only needs to be on the server if you plan to share it with someone.
If you're not using a .dwt, could you explain your workflow a little more in detail?
You're a DW Beast! Thank you so much. I open the local .dwt file, went to Modify>Templates>Update Pages... and then sent all those child pages and Rock and Roll. Thanks again
