Photoshop and Lightroom run on nearly any display supported by the operating system. For example I run on a 2880×1800 display on my Windows 8.1 desktop system. That's the same resolution as the Mac Retina display. If you're asking whether there are special features designed to format images for the particular Retina display sizes, the answer is no.

That problem is old and applies to Premier Elements. It may still exist, of course.
The more likely problem for Photoshop is tiny icons and lettering. However, based on my Windows experiences with the latest Photoshop CC and LR versions, I don't think there is a problem.
Best way to find out: download and install PS CC as a trial. You'll have 30 days to kick the tires.
