In the "Internet Properties" dialogue box select the "Connections" tab and click on "LAN Settings" button and you will get the "Local Area Network (LAN) Settings" dialogue box.
Make sure none of the options are checked marked. Click on OK and then on OK again.
Try to download the Adobe Creative Cloud desktop app from the link below and install it.
PS: To open Internet Properties, Click on Start, type Run and click on it. Once you get the Run dialogue box type inetcpl.cpl and click on OK.
