deactivating photoshop cc and lightroom 5.4

    helloma

I have signed out of photoshop cc, I have been unable to find anything on lightroom 5.4. I need to deactivate this software on my laptop to install on another desktop computer.I already have the software running on one desktop pc and since installing windows 8.1 and trying to make these changes can not log into the creative cloud app. I have changes my password to know avail it says I am signed out. what do I do now please.

Why does adobe not do this like office 365 you log into your account and each pc has a name and you can activate/deactivate for each machine. This eliminates problems with computer hardware issues when deactivating.
