- What version of PrE are you using?
- What computer OS are you running it on?
- Does the PrE Editor run fine, or does it fail to launch, like Organizer?
- What is the video card/chip (GPU) on your computer?
- What is your monitor's screen resolution?
That would be a good starting point, but there might be other questions to follow.
I have just purchased Premiere Elements 12.
I am running Windows 7 as an operating system.
Premiere Elements Video Editor loads and works fine.
The video / graphics card is a NIVDIA Quadro 600
Monitor Screen Resolution is 1680 x 1050

The essential questions, version of Elements Organizer and on what computer operating system it is running, will define the troubleshooting scheme and fine details related to your setup.
a. Delete the Elements Organizer psa.prf file (Settings File)
b. Create a new Elements Organizer catelog
How full is this catelog at this time? Is the crash just trying to open it or just when you make additions to the catelog?

Try deletion of the psa.prf file
Local Disk C
and in the Organizer Folder is the psa.prf file that you delete or disable (renaming it from psa.prf to psa.prfOLD).
As for creating a new catalog, that will be dependent on you getting into the Elements Organizer 12.0.
If you do, Elements Organizer workspace, File Menu/Manage Catalogs/Catalog Manager.
This seems to have fixed the problem.
I can now open & use organiser.
