How can you delete responses without deleting form. Would like to duplicate form but have not upgraded?

To delete responses without deleting the form you need to go to the View Responses tab in FormsCentral, the rows you wish to delete (in your case all of the rows that contain data...  You should leave the column titles row) and select menu item Table-> Delete Rows.
