On what computer operating system are you running Premiere Elements 12?

Where is your source video file coming from? What are its properties

          Video compression

          Audio compression

          Frame Size

          Frame Rate (Constant or Variable)

          Interlaced or Progressive

          File extension

          Pixel Aspect Ratio

A quick (rough) way to get the type of information required might be for you to offer the brand/model/settings for the camera recording the video.

What do you mean by "download"? Are you using Add Media/Files and Folders/ to get your source video into Premiere Elements 12 Project Assets or something else?

Let us start here and then decide what next based on your reply.

          Thank you.
