A silent install requires no input from end users on the systems on which it is executed, meaning that all choices affecting what is installed and how it is installed are made before the install is performed. These choices are stored in the package.

You do not need to activate it in user's machine. While creating the package the Adobe ID & password is used, once the package is made, it needs to be deployed.
The package that you need to create is un-named package which will not need any activation later on.
The best option for you should be go for Enterprise CC.

so if i assign my adobe id at seat on admin console, and i deploy CC packager then installing in my user machine. My user machine no need Dekstop creative cloud apps? how about login every month? is it required also in user machine? if yes, i must input my adobe id in his machine?
Another way to do it is to use the packager and create a 'licenced based' package. You can then just deploy using a deployment tool with no need for sign in at all.
